When peace is shattered, the Dragon of Dojima rises again.

After the Omi Alliance conflict, Kiryu steps away from the Tojo Clan, leaving leadership to Daigo Dojima. He relocates to Okinawa with Haruka, where he runs Morning Glory, an orphanage connected to his foster father, Shintaro Kazama.

But a government-backed resort project threatens this fragile peace. Morning Glory becomes entangled in political maneuvering, a Tojo succession battle erupts, and a conspiracy begins to spread through the halls of power.

As these conflicts converge, Kiryu once again enters the storm.
